The City of Chicago writes and enforces its own Chicago Construction Codes, including the Chicago Building Code, and expects drawings prepared to them. Outside Chicago, Illinois has no single statewide building code for most private construction, so suburbs, towns and counties adopt the International Codes locally. Snow, tornadoes and seismic zones in Illinois

Northern Illinois buildings are designed for cold winters, meaningful snow and deep frost. Snow loads increase toward the northern part of the state, and drifting against taller adjacent buildings is a frequent issue in Chicago, where a new third floor or rooftop addition can create drifts on a neighbor’s lower roof. Footings for porches, additions and garages must extend below the local frost depth, which is deeper in the north than in the south.

Tornadoes and severe thunderstorms affect the whole state, so wind uplift and lateral bracing deserve attention on pole barns, shops and large metal buildings. Southern Illinois lies near the New Madrid and Wabash Valley seismic zones, and seismic design values there are significantly higher than in Chicago. Flooding along the Mississippi, Illinois and Rock rivers and in many suburban floodplains brings FEMA rules into play, and collar counties often have their own stormwater ordinances. Soft clays and high groundwater in parts of the Chicago area also shape basement and underpinning work.

How permits work in Illinois

In Chicago, permits run through the Department of Buildings, with standard plan review for most projects and simpler paths for limited scopes of work. Suburban municipalities and counties each run their own departments, many with online portals and some using third-party plan review consultants. Downstate counties vary widely, and some rural areas have little building permit review at all.
