Two code systems, one New York engineering team
A PE stamp in New York means working within two separate code systems. New York City writes and enforces its own Construction Codes through the Department of Buildings, while the rest of the state follows the New York State Uniform Fire Prevention and Building Code, enforced by cities, towns and villages. A drawing set that is perfect for a town building inspector in Saratoga County would not be accepted by the DOB as filed, and the reverse is also true.

New York State and New York City codes
Outside New York City, the Uniform Code applies statewide and is administered by the Department of State. It adopts the International Codes with New York amendments and is enforced by the local city, town or village code enforcement office. New York City has its own code family, enforced by the DOB. Lake-effect snow, coastal floods and urban wind
Snow drives design across much of upstate New York. Lake-effect bands off Lake Erie and Lake Ontario bring heavy accumulations to Buffalo, the Southern Tier, the Tug Hill Plateau and the Syracuse area, and the Adirondacks and Catskills add elevation to the mix. Downstate, flooding and wind are the main concerns. Large parts of Brooklyn, Queens, Staten Island and Long Island’s south shore sit in mapped coastal flood zones, where elevation, flood-resistant materials and foundation type are regulated. Hurricanes and nor’easters raise wind pressures near the coast, and in Manhattan and other dense areas, wind on tall buildings and rooftop equipment needs careful anchorage. Older masonry buildings throughout the state also call for close attention to existing conditions before new openings or loads are added.
How the permit process works in New York
In New York City, most work is filed electronically with the Department of Buildings by a licensed Professional Engineer or Registered Architect, then reviewed by a plan examiner who may issue objections. Outside the city, the local code enforcement officer for the town, village or city reviews plans and issues the building permit, and many smaller municipalities accept email or paper submittals.
