One statewide code, enforced by every locality

Virginia keeps things more uniform than most states. The Virginia Uniform Statewide Building Code, known as the USBC, applies in every county and independent city, and localities enforce it rather than writing their own building codes. A deck in Loudoun County and a deck in Virginia Beach are judged against the same technical rules. What changes is the review process, the local submittal standards and the site conditions, which range from tidal marsh to Blue Ridge hillsides. A PE stamp in Virginia has to account for all three.

PE Engineer prepares permit-ready structural, architectural and MEP drawings for homeowners, contractors, architects and developers across the Commonwealth. Each set is sealed by a Professional Engineer licensed in Virginia through our network of state-licensed engineers, and formatted the way Virginia building officials expect to see design criteria, load paths and code references.

Northern Virginia generates a steady stream of home additions, basement finishes, deck replacements and wall removals in older Fairfax and Arlington homes. Hampton Roads needs flood-resistant and wind-rated construction. Richmond, Roanoke, Charlottesville and the Shenandoah Valley bring everything from historic renovations to farm buildings and manufacturing plants. Older Richmond rowhouses and Alexandria townhouses often need careful work on party walls, joist pockets and brick foundations, which we evaluate before designing changes.

How licensing works. Engineering drawings must be sealed by a Professional Engineer licensed in Virginia. PE Engineer works with a network of state-licensed PEs, so every set is reviewed and stamped by an engineer with an active license in Virginia. Their name and license number appear on the seal, exactly as your building department requires.

Virginia building codes we design to

The USBC is adopted by the Virginia Board of Housing and Community Development and is based on the International Codes, with Virginia amendments. Local building departments enforce it and generally cannot adopt stricter technical requirements. The USBC has separate parts for new construction, work on existing buildings and maintenance of existing buildings. We design to the edition currently in effect.

  • Virginia Uniform Statewide Building Code (USBC), including the Virginia Construction Code
  • Virginia Residential Code, based on the IRC
  • Virginia Existing Building Code for alterations, additions and change of occupancy
  • International Mechanical, Plumbing and Fuel Gas Codes as incorporated in the USBC
  • National Electrical Code (NFPA 70) and energy provisions based on the IECC
  • ASCE 7 for wind, snow, flood and seismic loads

Design loads and hazards in Virginia

Hampton Roads and the Eastern Shore face hurricanes, nor’easters and some of the most noticeable tidal flooding on the East Coast, especially in Norfolk, Virginia Beach and Portsmouth. Homes in flood hazard areas need elevated foundations and flood-resistant materials, and wind design values rise toward the coast. In the Tidewater region, the Chesapeake Bay Preservation Act limits work in resource protection areas near shorelines and wetlands, which can affect where an addition or deck may go.

Inland hazards are different. Parts of Northern Virginia have shrink-swell and marine clay soils that move with moisture and can undermine footings and retaining walls. Central Virginia experienced a notable earthquake in 2011, a reminder that seismic forces are not zero here, though design values are moderate. The Blue Ridge and Appalachian regions carry higher snow loads, steep lots and frost depths that vary by county. We confirm loads for your site and coordinate with soils reports where clay or fill is suspected.

Permit process

How the permit process works in Virginia

In Virginia, permits are issued by the county or independent city building department where the project is located. Fairfax County, Loudoun County, Prince William County, Arlington, Richmond and Virginia Beach run online portals with detailed submittal checklists, while smaller rural counties may handle review in person. Some Northern Virginia counties publish typical deck and addition details that must be followed or replaced by an engineered design.

  • Confirm zoning, setbacks and any Chesapeake Bay or floodplain limits for the lot.
  • Submit sealed drawings that state the design loads and USBC edition used.
  • Respond to plan review comments. We revise and reseal within the original scope at no extra charge.
  • Receive the permit and schedule footing, framing and final inspections.

When a typical county detail does not fit your project, such as a long-span deck beam or a wall removal, an engineered design is the usual way through. See our deck engineering page for what that includes.

FAQ

PE stamp and permit FAQs for Virginia

Yes. A Virginia-licensed Professional Engineer from our network of state-licensed PEs reviews and seals your drawings. The seal shows the engineer’s name and license number, and the supporting calculations are included for your local building official.

Yes. The Uniform Statewide Building Code applies across the Commonwealth, and localities enforce it rather than adopting their own technical codes. Submittal requirements, review timelines, zoning rules and local details still vary, so we prepare each set for the specific locality.

Yes. We size the new beam, posts and footings, check the load path down to the foundation and prepare drawings your Fairfax, Arlington or Loudoun building department can review. We also cover temporary shoring notes for the contractor, and where the house has older framing or a partial basement, we check that the existing foundation can take the new concentrated loads.

Yes. We design elevated foundations, flood openings and wind-resistant connections for flood hazard areas in Norfolk, Virginia Beach, Hampton, Chesapeake and the Eastern Shore, and we coordinate with any Chesapeake Bay Preservation Act limits on the site.

Yes. We prepare tenant improvement, change of use, restaurant and light industrial drawings to the Virginia Construction Code and Virginia Existing Building Code, including MEP, fire protection and accessibility details. Quotes are fixed fee and usually returned the same day, and we work directly with your architect, contractor or landlord’s representative when the project has several parties.
