California permit drawings, done right the first time

California has some of the most detailed building requirements in the country. Plans must meet the California Building Code or California Residential Code, Title 24 energy standards, CALGreen, seismic design requirements and, in many areas, wildfire construction rules. A set that is missing any of these comes back from plan check with corrections, and each round costs weeks.

PE Engineer is based in Modesto, California, and prepares permit-ready drawings for projects across the state, from ADUs in Los Angeles and San Jose to agricultural buildings in the Central Valley and tenant improvements in San Diego. Every set is sealed by a Professional Engineer licensed in California and organized the way California plan reviewers expect.

We handle the full package when you need it: architectural plans, structural calculations, Title 24 energy compliance and MEP drawings, so you are not coordinating four separate consultants.

How licensing works. Engineering drawings must be sealed by a Professional Engineer licensed in California. PE Engineer works with a network of state-licensed PEs, so every set is reviewed and stamped by an engineer with an active license in California. Their name and license number appear on the seal, exactly as your building department requires.

California building codes we design to

California adopts its own codes, published as Title 24 of the California Code of Regulations and updated on a three-year cycle. We prepare drawings to the edition your city or county is enforcing, including local amendments.

  • California Building Code (CBC), Title 24 Part 2, based on the IBC
  • California Residential Code (CRC), Title 24 Part 2.5, based on the IRC
  • California Energy Code, Title 24 Part 6, with compliance forms
  • CALGreen, Title 24 Part 11, green building standards
  • California Electrical, Mechanical and Plumbing Codes, Parts 3, 4 and 5
  • California Fire Code, Part 9, including wildland-urban interface rules

Design loads and hazards in California

Seismic design drives most structural decisions in California. Much of the state falls in high seismic design categories, so shear walls, hold-downs, collectors and foundation anchorage are calculated rather than taken from tables. We use site-specific seismic values for your address.

Other hazards vary by region. Mountain areas such as the Sierra Nevada carry heavy ground snow loads. Many hillside and foothill communities are in fire hazard severity zones, where ignition-resistant construction applies. Parts of the state have expansive clay soils or liquefaction potential that call for a soils report and special foundations. Coastal projects may also need coastal zone review. We account for each of these in the design.

Permit process

How the permit process works in California

Each city or county building department in California runs its own plan check. Large departments such as Los Angeles, San Diego and San Jose have online submittal portals, while smaller counties may still accept paper or email. The process usually follows the same pattern.

  • Submit architectural plans, structural calculations, Title 24 energy documents and any required MEP plans.
  • The plan checker reviews for building, structural, energy, fire and zoning compliance and issues a correction list.
  • We respond to every comment, revise and reseal the drawings, and you resubmit.
  • Once approved, the permit is issued and inspections begin.

State law gives ADUs a streamlined review timeline for complete applications, which makes a complete, correct first submittal even more valuable.
