The Louisiana State Uniform Construction Code

Louisiana adopts a single statewide code, the Louisiana State Uniform Construction Code, through the Louisiana State Uniform Construction Code Council. It is based on the International Codes with Louisiana amendments and is enforced by parishes and municipalities. The Office of State Fire Marshal also reviews plans for many commercial and multifamily projects, and parishes often add their own floodplain rules. Hurricanes, flooding and soft soils in Louisiana

Gulf hurricanes bring extreme winds, storm surge and heavy rainfall to the coastal parishes, and their effects reach far inland. Design wind speeds are highest near the coast, and many coastal areas are wind-borne debris regions where glazing must be impact-resistant or protected. Large areas of the state are in mapped flood zones, including coastal high hazard V zones where the lowest floor must be elevated on an open foundation and enclosures below must break away. We design the full load path, from roof sheathing and straps to pile connections, to resist wind and flood forces together.

Soils are a challenge of their own. South Louisiana’s soft clays and organic soils compress under load and a high water table is common, so driven piles or carefully sized footings are often needed, and subsidence is a long-term concern. North Louisiana, around Shreveport and Monroe, has expansive clays that move with moisture. Severe thunderstorms and tornadoes occur statewide, and termite pressure makes treated or protected framing a sensible choice.

How Louisiana parishes handle permits

Permits are issued by the parish or municipality, and each has its own floodplain administrator who checks elevation and flood-resistant construction. New Orleans, Jefferson Parish, East Baton Rouge Parish and Lafayette have well-established online processes, and many parishes contract plan review to third-party firms. Commercial projects often need State Fire Marshal review in addition to the local permit.
