Permit plans and a PE stamp in Georgia, metro to coast
Georgia adopts statewide minimum codes, but local governments decide how they enforce them. The Department of Community Affairs adopts the Georgia State Minimum Standard Codes, which are the International Codes with Georgia amendments, and cities and counties issue the permits and inspect. For a PE stamp in Georgia, that means one technical standard with very different review experiences between Fulton, Gwinnett and a rural county.
PE Engineer prepares structural, architectural, MEP, civil and industrial drawings sealed by a Georgia-licensed Professional Engineer through our network of state-licensed PEs. We confirm the local amendments and submittal rules for your county or city, then deliver a set organized the way that office reviews it.
Metro Atlanta requests are dominated by basement finishes, decks, wall removals, additions and commercial tenant build-outs, often as remodel and renovation plans. Coastal Georgia adds elevated homes and wind-rated structures around Savannah, Brunswick and the Golden Isles, while the logistics corridor near the Port of Savannah generates racking, mezzanine and warehouse work. North Georgia brings mountain homes and steep-lot foundations.
How licensing works. Engineering drawings must be sealed by a Professional Engineer licensed in Georgia. PE Engineer works with a network of state-licensed PEs, so every set is reviewed and stamped by an engineer with an active license in Georgia. Their name and license number appear on the seal, exactly as your building department requires.

Georgia State Minimum Standard Codes
The Georgia Department of Community Affairs adopts the Georgia State Minimum Standard Codes and issues state amendments. Some of these codes are mandatory statewide, while others are permissive and apply only where a local government adopts them. Local jurisdictions may add amendments through a state review process. Fire and life safety requirements for many occupancies come from the rules of the Georgia Safety Fire Commissioner.
- International Building Code (IBC) with Georgia amendments
- International Residential Code (IRC) with Georgia amendments
- International Energy Conservation Code (IECC) with Georgia supplements and amendments
- IMC, IPC and IFGC with Georgia amendments
- NEC/NFPA 70 for electrical work
- Safety Fire Commissioner rules, including the IFC and NFPA 101
From coastal hurricanes to mountain slopes
Georgia’s hazards change as you move from the mountains to the coast. Coastal counties fall in a hurricane-prone region with higher design wind speeds and wind-borne debris requirements near the shoreline, and low-lying areas around Savannah, St. Simons Island and the marshes sit in AE and VE flood zones. Across the state, severe thunderstorms and tornadoes make uplift connections and continuous load paths an important part of our framing details.
North Georgia has steeper terrain, rock near the surface and occasional heavy snow and ice, and homes built into hillsides often need tall basement walls designed as retaining walls. The Piedmont’s red clay soils are generally workable but can soften when wet, and fill on graded lots in metro Atlanta needs attention under new footings. Frost depth is shallow, and seismic design values are low to moderate, increasing somewhat toward the northwest corner of the state.
How Georgia permits typically work
Georgia permits are issued by the county for unincorporated areas and by the city inside municipal limits. In metro Atlanta, Fulton, DeKalb, Cobb and Gwinnett counties and cities such as Atlanta, Sandy Springs and Alpharetta use online portals with structured plan review. Georgia law also allows private professional providers to perform plan review and inspections in many situations.
- Confirm the city or county jurisdiction, flood zone and any HOA approval.
- We prepare drawings and calculations, sealed by a Georgia-licensed PE.
- Submit through the local portal and receive plan review comments.
- We answer comments and revise within the original scope until approval.
Basement finish and deck permits are among the most common residential submittals around Atlanta, and reviewers there tend to look closely at guard and ledger details, beam sizing and egress window dimensions.

PE stamp and permit FAQs for Georgia
Can you provide a PE stamp for my project in Georgia?
Yes. Georgia projects are sealed by a Professional Engineer licensed in Georgia through PE Engineer’s network of state-licensed PEs. Georgia building departments check the seal and license number during review, and we provide calculations with the drawings for structural and MEP work so the reviewer can follow the design.
Do I need engineered plans to finish my basement in Georgia?
Often. Many metro Atlanta jurisdictions require a floor plan showing egress, smoke alarms and fire separation, and engineering is needed if you remove posts, add beams, lower floors or modify foundation walls. We prepare the plan and any structural calculations together so the reviewer has everything in one set.
Can you design decks for Atlanta-area counties?
Yes. We design decks with footing sizes, beam and joist spans, ledger attachment, lateral load connections and guard post details. Gwinnett, Cobb, Fulton and DeKalb reviewers check these closely, especially for elevated decks on sloped lots, and a clear engineered drawing helps avoid extra correction rounds.
Do you work on warehouses near the Port of Savannah?
Yes. We prepare storage rack engineering, mezzanine and platform designs, equipment anchorage and OSHA-compliant stairs and guardrails for distribution and manufacturing facilities around Savannah, along the I-75 and I-85 corridors and across metro Atlanta. Send rack layouts or equipment data and we usually return a fixed-fee quote the same day.
What is different about building on the Georgia coast?
Coastal sites carry higher wind speeds, wind-borne debris requirements near the shore and flood zone rules that set the lowest floor elevation. On Tybee Island, St. Simons, Jekyll and similar barrier islands, elevated pile or pier foundations are common. We design the foundation, framing and connections for those conditions and coordinate with your elevation certificate.
