Building codes in Mississippi
Mississippi has a state building codes council that adopts the International Codes for use by local governments, but statewide enforcement is limited. Cities and counties decide whether to adopt and enforce a code. After Hurricane Katrina, the state required the coastal counties to enforce codes with wind and flood provisions, and many inland cities have adopted the International Codes as well. Fire safety rules for certain occupancies are enforced through the State Fire Marshal. We confirm what applies at your address before design starts.

Hurricanes, tornadoes and Yazoo clay
The Mississippi Gulf Coast faces hurricane winds and storm surge, and design wind speeds are highest near the water. Coastal properties often fall in mapped flood zones, including V zones where homes must be elevated on open pile or pier foundations with breakaway enclosures below, and many coastal areas require protected or impact-resistant glazing. Further inland, Mississippi has a long history of strong tornadoes, often at night and in the cool season, so continuous load paths and storm shelters deserve serious consideration statewide.
Soil is the other defining issue. The Jackson metro, including Madison, Rankin and Hinds Counties, sits on large areas of Yazoo clay, a highly expansive soil that swells and shrinks with moisture and is known for cracking slabs and walls. Other parts of the state have similar clays. Designs on these soils may call for deeper piers, structural slabs, moisture barriers or careful drainage. The Delta and river bottoms have flat, poorly drained soils and mapped floodplains, and DeSoto County and the northwest corner lie close enough to the New Madrid seismic zone to see higher seismic design values.
Permitting across Mississippi
Where a city or county enforces a building code, it issues the permit and inspects the work, and coastal jurisdictions also check flood elevation and wind requirements. Jackson, Gulfport, Biloxi, Southaven and Hattiesburg all have building departments with established plan review. In rural areas without a code, the process may stop at zoning or a septic permit, though your lender or insurer may still require sealed plans.
