Three Grand Divisions, three different design problems

Tennesseans talk about their state in three parts, and engineers should too. West Tennessee sits close to the New Madrid Seismic Zone, so a warehouse in Memphis or a church in Dyersburg may need far more seismic detailing than a similar building in Nashville. Middle Tennessee is booming, with limestone, sinkholes and steep lots shaping foundations around Nashville, Franklin and Murfreesboro. East Tennessee’s mountains bring steep slopes, heavier snow and a busy market for vacation cabins. A PE stamp in Tennessee should reflect which of those regions your project is in.

PE Engineer prepares permit-ready drawings for homeowners, builders, cabin developers, architects and industrial clients across the state. Each set is sealed by a Professional Engineer licensed in Tennessee through our network of state-licensed engineers, and prepared for the specific city or county reviewing it.

Common Tennessee requests include additions and second stories in the Nashville suburbs, retaining walls and pier foundations for mountain lots in Sevier and Blount counties, short-term rental conversions, distribution center racks and platforms around Memphis, and equipment anchorage for manufacturers in Chattanooga, Knoxville and Clarksville.

How licensing works. Engineering drawings must be sealed by a Professional Engineer licensed in Tennessee. PE Engineer works with a network of state-licensed PEs, so every set is reviewed and stamped by an engineer with an active license in Tennessee. Their name and license number appear on the seal, exactly as your building department requires.

Tennessee building codes we design to

Tennessee adopts the International Codes at the state level through the State Fire Marshal’s Office, which also performs plan review and inspection in jurisdictions that do not run their own programs. Larger cities and counties, including Metro Nashville, Memphis and Shelby County, Knox County and Chattanooga, enforce their own adopted editions and amendments. Some rural counties have opted out of residential code enforcement, so requirements for a house can vary sharply from one county line to the next.

  • International Building Code (IBC) as adopted by the state or your local jurisdiction
  • International Residential Code (IRC) where residential codes are enforced
  • International Mechanical, Plumbing and Fuel Gas Codes
  • National Electrical Code (NFPA 70)
  • International Energy Conservation Code (IECC) as adopted
  • ASCE 7 for seismic, wind and snow loads

Design loads and hazards in Tennessee

Seismic risk is the surprise for many people building in West Tennessee. The New Madrid Seismic Zone produced very large earthquakes in the early 1800s, and sites in Memphis and the counties along the Mississippi River can fall in high seismic design categories, especially on deep, soft soils. East Tennessee has its own seismic zone as well, though at lower intensity. We use site-specific seismic parameters and detail the lateral system, anchorage and nonstructural components accordingly.

Severe weather affects the whole state. Tornadoes have struck Nashville, Cookeville and West Tennessee communities in recent years, so roof-to-wall and wall-to-foundation connections matter. Middle Tennessee’s karst limestone can hide sinkholes and shallow rock, which may require a geotechnical investigation, rock anchors or footings that bridge soft zones, while river valleys flood in heavy rain. In the Smokies and along the Cumberland Plateau, steep slopes, higher ground snow and wildfire exposure near Gatlinburg all influence cabin and hillside design.

Permit process

How the permit process works in Tennessee

Who reviews your plans in Tennessee depends on location. Metro Nashville, Memphis and Shelby County, Knoxville, Chattanooga and most growing suburbs run their own building departments with online submittals. In smaller jurisdictions, commercial plans are often reviewed by the State Fire Marshal’s Office, and some rural counties issue residential permits with limited plan review.

  • Confirm whether the city, the county or the state reviews your project type.
  • Submit sealed architectural, structural and MEP drawings with energy compliance where required.
  • Answer plan review comments, with our revisions and resealing included at no extra charge within the original scope.
  • Obtain the permit and schedule footing, framing and final inspections.

Short-term rental cabins and larger homes in resort areas may also need fire, septic and zoning approvals before the building permit is released, so we try to identify those early. Catching a septic or zoning limit before the architectural plans are finished avoids redrawing the footprint after a reviewer flags it.

FAQ

PE stamp and permit FAQs for Tennessee

Yes. Drawings for Tennessee projects are sealed by a Tennessee-licensed Professional Engineer within our network of state-licensed PEs. The seal lists the engineer’s name and license number, and we provide calculations whenever a city, county or the State Fire Marshal’s Office asks for them.

Very likely. Because of the New Madrid Seismic Zone, Memphis and much of West Tennessee can fall in higher seismic design categories, which affects shear walls, foundation anchorage, masonry and even equipment and ceiling bracing. We determine the seismic design category for your exact site. Our seismic and wind retrofit work also covers existing buildings in the region.

Yes. We design pier, grade beam and stepped foundations, retaining walls, tall decks and lateral bracing for sloped cabin sites in Sevier, Blount and surrounding counties, and we coordinate with the soils or rock conditions found on site. Where the cabin will be rented, we also review guard heights, egress and deck loading so the design suits heavy occupancy.

You can still benefit from engineered plans. Lenders, insurers and builders often require them, and designing to the IRC protects resale value. We prepare the same complete, sealed set we would for a city with full plan review, so the house is built to a recognized standard even without a local inspector checking the framing.

Yes. We prepare additions, second-story conversions, new home plans and framing plans for builders in Nashville, Franklin, Brentwood, Murfreesboro and surrounding areas, with fixed-fee quotes usually returned the same day. We draw to the edition Metro Nashville or your suburban jurisdiction has adopted and answer any plan review comments within the original scope.
